Background and Context

1.Constitution of the 2nd ARC

The Government of India constituted the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.

The Commission’s mandate was to suggest systemic reforms to strengthen and revamp public administration to make it more efficient, responsive, and people-centric.

2.Why Focus on Human Capital in the Second Report?

The Commission recognized that the quality of human capital—encompassing education, health, skill development, and social welfare—directly influences the nation’s socio-economic progress.

Entitlements in social sectors (healthcare, education, nutrition, social security) have a profound impact on productivity, equity, and the overall well-being of the population.

By emphasizing entitlements and governance, the Commission aimed to address the gaps in delivery mechanisms and ensure that government schemes truly empower citizens rather than merely exist on paper.
