1.Constitution of the 2nd ARC
The Government of India constituted the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.
The Commission’s overarching mandate was to propose systemic reforms for improving transparency, accountability, and efficiency in public administration.
2.Why a Report on State and District Administration?
State governments and district administrations are closest to citizens in terms of policy implementation and service delivery.
Legacy structures, bureaucratic procedures, and limited resources often weaken the performance at these levels.
Recognizing these issues, the 2nd ARC focused on reforms that could streamline processes, empower local officials, and enhance responsiveness to citizen needs.
