Right to Information: Master Key to Good Governance (1st Report)

Background and Context

1.Constitution of the 2nd ARC

The Second Administrative Reforms Commission was constituted by the Government of India in 2005 under the chairmanship of Veerappa Moily.

Its mandate was to prepare a detailed blueprint for revamping the public administration system in India.

The Commission was tasked with examining various facets of governance and making recommendations to achieve a more efficient, accountable, and transparent administrative structure.

2.Why the First Report on RTI?

The Commission recognized that transparency and accountability are integral to good governance.

The Right to Information (RTI) Act, 2005, which came into force in October 2005, was a landmark law empowering citizens to seek information from public authorities.

By focusing on the RTI, the Commission underscored its potential to transform governance from an opaque system to one that is citizen-centric and transparent.
