The Government of India constituted the Second Administrative Reforms Commission in 2005, chaired by Veerappa Moily.
The Commission’s overarching objective was to suggest systemic reforms for building a professional, efficient, and citizen-centric public administration.
2.Why a Report on Personnel Administration?
Personnel administration is the backbone of public governance, shaping the efficiency and integrity of government machinery.
Issues like outdated recruitment processes, ineffective training, bureaucratic red tape, and weak performance evaluation undermine service delivery and public trust.
The Commission recognized the need for a holistic overhaul of human resource (HR) policies and practices in the civil services to meet emerging governance challenges.
