Personnel administration is the backbone of public governance, shaping the efficiency and integrity of government machinery.

Issues like outdated recruitment processes, ineffective training, bureaucratic red tape, and weak performance evaluation undermine service delivery and public trust.

The Commission recognized the need for a holistic overhaul of human resource (HR) policies and practices in the civil services to meet emerging governance challenges.
