PUBLIC ORDER (5TH REPORT)

Background and Context

1.Constitution of the 2nd ARC

The Second Administrative Reforms Commission was constituted by the Government of India in 2005 under the chairmanship of Veerappa Moily.

Tasked with proposing systemic reforms for an efficient, transparent, and citizen-centric administration, the 2nd ARC took up public order as a critical area needing thorough re-examination.

2.Why a Report on Public Order?

Maintenance of public order is a core function of the state, directly affecting the safety and well-being of citizens.

India’s complex federal structure, rapid urbanization, socio-economic disparities, and emerging security challenges (terrorism, organized crime, communal violence, cyber threats) demand robust and adaptable law enforcement mechanisms.

Legacy issues such as colonial-era policing laws, outdated training methods, and low public trust in the police apparatus have hindered effective policing and public order management.
