Background and Context

1.Constitution of the 2nd ARC

The Government of India established the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.

Its mandate was to recommend systemic reforms to build a more effective, responsive, and accountable public administration.

2.Why a Report on e-Governance?

Information and Communication Technology (ICT) has revolutionized service delivery in many countries, offering faster, more transparent, and cost-effective public services.

India’s vast population, diverse socio-economic conditions, and legacy administrative frameworks require robust digital solutions to enhance reach and responsiveness.

Recognizing the transformative potential of e-Governance, the Commission dedicated a report to address policy, technical, and implementation challenges.
