The Government of India established the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.

Its mandate was to recommend systemic reforms to build a more effective, responsive, and accountable public administration.

Information and Communication Technology (ICT) has revolutionized service delivery in many countries, offering faster, more transparent, and cost-effective public services.

India’s vast population, diverse socio-economic conditions, and legacy administrative frameworks require robust digital solutions to enhance reach and responsiveness.

Recognizing the transformative potential of e-Governance, the Commission dedicated a report to address policy, technical, and implementation challenges.
