Background and Context

1.Constitution of the 2nd ARC

The Government of India constituted the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.

The Commission was mandated to propose systemic reforms to foster a more transparent, accountable, and effective public administration.

2.Why a Report on Organizational Structure?

The organizational structure of the Government of India underpins how policies are formulated, coordinated, and implemented.

Over decades, ministries and departments expanded in a piecemeal manner, often resulting in overlaps, duplication of efforts, and inefficient decision-making.

Recognizing these issues, the 2nd ARC focused on restructuring the government apparatus to enhance inter-ministerial coordination and streamline service delivery.
