ETHICS IN GOVERNANCE (4TH REPORT)

Background and Context

1.Constitution of the 2nd ARC

The Government of India constituted the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.

Its mandate was to propose systemic reforms aimed at fostering a more efficient, responsive, transparent, and accountable governance mechanism.

2.Why a Report on Ethics in Governance?

Recognizing corruption and unethical practices as a key impediment to effective public service delivery and development, the Commission highlighted the need for a thorough ethical overhaul of governance.

The report aimed to tackle the root causes of corruption and ethical lapses, laying a foundation for institutional and behavioural reforms that strengthen probity in public life.
