Background and Context

1.Constitution of the 2nd ARC

The Government of India constituted the Second Administrative Reforms Commission in 2005, chaired by Veerappa Moily.

The Commission was tasked with suggesting systemic reforms for transparent, efficient, and people-centric governance.

2.Why a Report on Crisis Management?

Crisis situations—whether natural, man-made, or health-related—pose serious governance challenges, disrupting normal life and economic activity.

The Commission recognized that effective crisis management is essential for safeguarding human lives, property, and infrastructure, and for building public trust in the administration.

The existing frameworks for dealing with disasters and emergencies often suffered from fragmented approaches, inadequate preparedness, and lack of coordination between different agencies.
