Background and Context

1.Constitution of the 2nd ARC

The Government of India set up the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.

The 2nd ARC’s mandate was to propose systemic reforms to make public administration efficient, transparent, and responsive to contemporary challenges.

2.Why a Report on Combating Terrorism?

Terrorism has emerged as a significant internal security and foreign policy challenge, affecting public safety, economic growth, and national integrity.

India’s experiences range from cross-border militancy to domestic extremist movements—necessitating a comprehensive, multi-pronged strategy.

The Commission recognized that effectively countering terrorism requires robust institutions, coordinated intelligence, modern investigative tools, and respect for constitutional rights.
