Background and Context

1.Constitution of the 2nd ARC

The Government of India constituted the Second Administrative Reforms Commission in 2005, under the chairmanship of Veerappa Moily.

Its primary objective was to propose systemic reforms ensuring that governance becomes transparent, responsive, and people-friendly.

2.Why a Report on Citizen Centric Administration?

Governments exist to serve citizens; however, bureaucratic hurdles, corruption, and inaccessibility often alienate people from public institutions.

A citizen-centric approach is crucial for restoring trust in government, ensuring inclusive development, and strengthening democracy at all levels.

Recognizing persistent gaps in service delivery, the 2nd ARC dedicated this report to identify institutional, procedural, and attitudinal barriers and propose solutions.
