1.Constitution of the 2nd ARC
The Government of India established the Second Administrative Reforms Commission in 2005 under the chairmanship of Veerappa Moily.
Its overarching mandate was to propose systemic reforms aimed at creating a more effective, accountable, and responsive administrative framework.
2.Why Focus on Conflict Resolution?
India faces diverse and persistent conflicts—ranging from communal and ethnic tensions to regional insurgencies and resource-related disputes (e.g., inter-state river water sharing).
Such conflicts undermine social cohesion, disrupt economic progress, and pose challenges to governance and development.
The 2nd ARC recognized the need for capacity building among public institutions, civil society, and local communities to handle conflicts proactively and reduce their disruptive impact.
