RURAL ADMINISTRATION

MAINTENANCE OF LAND RECORDS

Land disputes, such as the one between Mohan and Raghu regarding the boundaries of their respective fields, can be resolved systematically and peacefully through the maintenance of proper land records. These records provide clarity on land ownership, demarcations, and other relevant details.

The Role Of The Patwari

The Patwari plays a pivotal role in measuring land and maintaining land records at the village level.

1.Different Names In Different Regions: The term ‘Patwari’ is commonly used in many parts of India, but this official is known by different names in various states. In some places, they might be referred to as Lekhpal, Kanungo, Karamchari, Village Officer, and so on.

2.Responsibility & Coverage: A Patwari is usually in charge of several villages. Their primary duty is to maintain, update, and ensure the accuracy of the village land records.

3.Measurement Techniques: To ascertain the boundaries and areas of agricultural fields, the Patwari employs specific tools and techniques. For instance, in some regions, a long chain might be used for measuring land. In the case of Mohan and Raghu, the Patwari would measure their fields and compare them with the existing records. Any discrepancies would indicate a change in the boundary.

4.Other Duties: Beyond just maintaining land records, the Patwari is also responsible for collecting land revenue from farmers. They also relay vital information to the government about the types of crops cultivated in the region. Since land use can change over time, with farmers opting for different crops, or new wells being dug, it’s crucial for the Patwari to keep the records updated. They operate under the revenue department of the government, and their work is overseen by senior officials from this department.
