NATIONAL COMMISSION FOR STs

Overview

The National Commission for Scheduled Tribes (NCST) is a constitutional body established under Article 338A of the Indian Constitution. Its primary responsibility is to safeguard and promote the social, educational, economic, and cultural interests of the Scheduled Tribes (STs) in India. Scheduled Tribes, also known as Adivasis, are indigenous communities who have historically faced marginalization, exploitation, and social exclusion. The establishment of the NCST reflects the Indian government's commitment to protecting and uplifting these communities, ensuring their development and social justice.

Separate Commission for STs

Historical Context

Previous Commission: Before the establishment of a separate commission for STs, the challenges faced by both Scheduled Castes (SCs) and Scheduled Tribes (STs) were addressed by a combined body known as the National Commission for Scheduled Castes and Scheduled Tribes.

Establishment of NCST

89th Constitutional Amendment Act (2004): In 2004, the 89th Constitutional Amendment Act was passed, bifurcating the National Commission for Scheduled Castes and Scheduled Tribes into two distinct commissions:

National Commission for Scheduled Castes (NCSC): Focuses on the issues faced by the Scheduled Castes.

National Commission for Scheduled Tribes (NCST): Focuses on the unique challenges and issues faced by the Scheduled Tribes.
